Fighting continues in Kenya, as militants affiliated with al-Shabaab hold out in a standoff with security forces. In messages on Twitter, the militants claim that some hostages are still alive; the Kenya National Disaster Operation Center sent a message saying it believes all hostages have been released. Officials fear that the death toll reaches over 60 people, but there is no official count yet, as bodies have not even been cleared out of the complex until security forces are able to secure the building.

"Four years after President Barack Obama famously extended his hand of friendship to Iran, Tehran finally seems willing to unclench its fist," Reuters reports. But U.S. officials should not mistake this gesture as being motivated by sanctions, and should definitely not think they have time to delay in responding to Iran's gestures.

A 7.7-magnitude earthquake hit southwestern Pakistan on Tuesday, with tremors felt as far away as New Delhi. The earthquake has reportedly killed hundreds and created thousands of dollars in damages, but it has also created a brand new island off the coast of Gwadar.

1996: The United States and other nations of the world sign the Comprehensive Nuclear-Test-Ban Treaty (CTBT) after the UN General Assembly adopted the treaty just two weeks earlier. However, the Treaty has not entered into force yet due to eight states failing to ratify the treaty. States that have signed the treaty but not ratified it are: the United States, Iran, Israel, China, and Egypt. States that have neither signed nor ratified it are: India, North Korea, and Pakistan. In the campaign for his first presidential term, U.S. President Barak Obama stated he would "reach out to the Senate to secure the ratification of the CTBT at the earliest practical date."
